Build a strong, inter-connected workforce system that can sustain change. We can help.
Under the Workforce Innovation and Opportunity Act (WIOA), it is critical that Workforce Development Boards (WDBs) understand their employment and workforce bases. They must develop sustainable pathways to local employment for jobseekers and align training programs to the soft and technical skills needs of employers. PCG collaborates with WDBs to increase their comfortability with and use of data to drive their strategic and operational directions. We use a wide-array of data to support informed decision-making at all levels of local workforce systems. Our research and analytics capabilities transcend a variety of projects, providing different lenses through which clients can easily approach strategy development and transform service delivery.
Services Include
Strategic Planning Facilitation
Every successful strategic planning engagement relies on one key ingredient: data. Our use of regional and system data analyses in strategic planning provides clients with a formidable foundation for consensus building and metrics by which system-wide decisions can be made. We facilitate stakeholder discussions that leverage data analyses to revolutionize system designs, evaluate performance, integrate WIOA and TANF processes, align programs with local economic and labor needs, develop strategies for special populations, and more.
Asset Mapping
PCG’s proven asset mapping process allows WDBs and social service agencies to identify opportunities for greater alignment and resource leveraging. We define, identify, research, and catalogue a region’s assets into a user-friendly, online inventory. Assets are then mapped with the help of a specialized geographic information systems (GIS) mapping software and are aligned in relation to economic development strategies, regional transportation opportunities, and demographic trends. Clients leverage the platform to navigate customers to appropriate services, while leadership implements the data-driven, strategic recommendations to plan the next generation of their public systems.
Labor Market Information and Economic Analysis
Our analysis of regional economic conditions, demographics, and industry sectors can pinpoint untapped resources for individuals with multiple barriers and recommend opportunities for increased alignment. This review compiles data on all facets of the workforce system, including demographics, skills gaps, and training needs. We partner with clients to become thought leaders in the use of Labor Market Information to develop workforce development strategies in line with economic development priorities.
Industry Cluster Evaluation and Planning
Through facilitated employer and stakeholder discussions and data analysis, we help clients understand differing growth expectations, workforce needs, and infrastructure requirements. We help WDBs understand their key industries and clusters, and the career pathways and training programs for hard and soft skills needed to move individuals into sustainable employment.
Career Pathway and Training Needs Assessments
We use employer engagement, in conjunction with occupational and industry growth projections, to identify areas in which additional career pathway and training opportunities may be required to promote matriculation and completion to meet industry needs. These opportunities provide a venue in which employers may discuss regional priorities and inform the direction and investments of the workforce system.
Economic Development Consulting
Each local and regional economy faces unique obstacles to achieving sustainable economic growth that is stable and inclusive. Governments must make evidence-based policy decisions in order to attract capital investment, foster local entrepreneurship, and develop a skilled and productive workforce – all essential to a prosperous economy. PCG empowers our clients in the public sector with the data and analysis necessary to design and implement strategies that transform communities by overcoming economic development challenges. We serve as partners to communities seeking to enhance their regional competitiveness, understand and improve labor market conditions, and diversify the industrial makeup of the local economy. Examples of our work in this area include the following:
- Economic and Demographic Analysis: We help our clients take a closer look at the demographic composition of their local workforce and its implications for regional economic growth.
- Cluster Mapping and Industry Analysis: We assess the industries present in local and regional areas and provide an analysis of how key industries contribute to the economy as a network of intersecting clusters.
- Surveys and Public Engagement: We help our clients collect information directly from employers, the workforce, and members of the community – the agents of economic growth in local areas.
- Strategic Planning: We translate data into evidence-based strategies to help clients deliver workforce and economic development services that are relevant to in-demand industries.
