We understand the veteran experience because we have lived it. We maintain formal partnerships with DoW Skillbridge, Army Partnership for Your Success (PaYS), Marine for Life, and American Corporate Partners (ACP) to recruit, employ, and mentor service members and military spouses. Our 80+ member Military Network supports veterans, military spouses, and military-connected employees across the organization. As an experienced public sector consulting firm and US General Services Administration (GSA) Schedule contractor, PCG provides government agencies with a trusted, streamlined pathway to access veteran-focused consulting, evaluation, and strategic planning services.

Through a combination of strategic planning, system redesign, and rigorous evaluation, we partner with agencies to strengthen the full continuum of services—from outreach and engagement to service delivery and long-term outcomes. The result is efficient, and accountable systems that deliver meaningful, sustained impact for veterans and military families.

1) Strategy & System Design: Aligning Services to Outcomes: We support state agencies in defining a clear, outcome-driven vision for veteran and military family services, grounded in data and lived experience. This includes conducting needs assessments, mapping existing service systems, and identifying gaps in access, availability, and coordination. We then help agencies design integrated, veteran-centered service models that align policies, funding, and operations around measurable outcomes such as improved long-term health, economic stability, and well-being.

2) Service Integration & Cross-System Coordination: Because veterans and military families often rely on multiple systems, we help agencies strengthen coordination across health care, benefits, workforce, housing, and community-based supports. This includes developing referral pathways, clarifying roles across state and federal partners, and improving system navigation so that agencies can deliver seamless, efficient services that meet individual needs and reduce duplication of effort.

3) Performance Measurement & Evaluation: We design and implement robust evaluation frameworks that allow agencies to track performance, measure outcomes, and drive continuous improvement. This includes defining key performance indicators (KPIs), building data collection and reporting systems, and conducting process, fidelity, outcome, and cost evaluations. Our approach ensures that agencies can demonstrate impact, identify what works, and make informed decisions about resource allocation.

4) Continuous Improvement & Implementation Support: We partner with agencies to operationalize change. This includes supporting implementation of evidence-based practices, facilitating training and cross-agency learning, and embedding continuous quality improvement processes. We help agencies use data in real time to refine programs, improve service delivery, and adapt to evolving needs.

Len has extensive leadership experience across information technology, health and human services, and project management. He is known for leading high-performing teams under tight contract deadlines, driving change management, and strengthening operations, people, and processes with a strong focus on quality, collaboration, and continuous improvement.

He previously served as Operations Director at Avysion IT and Healthcare Services and Project Director at Serco, where he led business operations, federal program delivery, and business development initiatives. A retired U.S. Army Lieutenant Colonel, he brings more than 20 years of military leadership experience, including command and operational roles during Operation Desert Shield/Storm and Operation Allied Force, with a record of disciplined execution, team development, and mission-focused leadership.

Natalie Crall – Lead Project Manager

Natalie Crall – Lead Project Manager


Natalie Crall, MPH, PMP, is a retired U.S. Navy Master Chief Hospital Corpsman with more than 20 years of experience leading healthcare, workforce, and community-focused initiatives. Holding a Master of Public Health from Benedictine University, she combines expertise in public health, strategic planning, stakeholder engagement, program evaluation, and project management. Her background spans military healthcare operations, veteran and military community engagement, and cross-functional leadership in complex public sector environments. Natalie works with government agencies and partners to improve service delivery and drive measurable outcomes for veterans, service members, and their families.

Kim Magoon – Evaluation Manager

Kim Magoon – Evaluation Manager


Kim Magoon, M.S. PMP, is a military spouse and the chair of PCG’s Military Network EPIC Affinity Group. She has nearly a decade of experience in children’s behavioral health, child welfare, and substance use prevention evaluation. Kim has led multiple program evaluations for evidence-based services, as well as needs assessments, workload studies, strategic planning, and business process redesign projects for state-level agencies. In addition, she has designed and presented trainings as a subject matter expert for the FRIENDS National Resource Center, New England Prevention Technology Transfer Center, American Public Health Association, National Prevention Network, and Substance Abuse and Mental Health Services Administration (SAMHSA), and Child Welfare League of America (CWLA).

Timothy Yaecker – Senior Consultant

Timothy Yaecker – Senior Consultant


Tim Yaecker brings over 20 years of experience in the public and non-profit sectors; his work at PCG includes projects with human services agencies around the country. He has led or participated in projects for several state departments of veterans’ affairs, including an assessment of the long-term care needs of veterans in North Carolina; a survey of women veterans in Massachusetts; a Veterans Needs Assessment, a Review of Veterans’ Homelessness, and an External Review of Homes Program Operations for the Missouri Veterans Commission; and a staffing assessment for the Chelsea Soldiers’ Home in Massachusetts. Previously, Mr. Yaecker participated in assessments of the current and future needs of veterans with respect to long-term care in Massachusetts, Kentucky, and Alabama.
