Public Consulting Group’s Work in California Drives Measurable Expansion of Healthcare Services for Medi-Cal Members

California’s CalAIM (California Advancing and Innovating Medi-Cal) initiative is transforming how care is delivered to residents with complex health and social needs. Through CalAIM’s Providing Access and Transforming Health (PATH) program, the state is investing in partnerships and infrastructure that strengthen access, coordination, and equity in Medi-Cal.

For the past three years, Public Consulting Group (PCG) has served as the Third Party Administrator (TPA) for PATH, implementing California’s 1115 Medicaid waiver and overseeing funding to expand the reach of Enhanced Care Management (ECM) and Community Supports (CS). To date, PCG has helped ensure that more than $1.43 billion—out of $1.85 billion in total funding—has been awarded to community-based organizations, providers, counties, and other eligible entities across California.

Recent data from the California Department of Health Care Services (DHCS) underscores the program’s statewide impact. In the first three months of this year:

  • 38,000 children and youth received ECM — a 120% increase from the same period last year.
  • 68,000 adults and nearly 13,000 children and youth experiencing homelessness were served — increases of 86% and 172%, respectively.
  • Providers serving youth experiencing homelessness nearly doubled.
  • More than 429,000 Medi-Cal members accessed Community Supports, with over 1.1 million services delivered to date.

These results reflect the dedication of PCG’s Health, Human Services, and Technology Consulting teams, who have partnered with DHCS to implement PATH since July 2022. Together, they have managed four key workstreams that form the backbone of PATH’s success:

  • Technical Assistance (TA) Marketplace: A one-stop virtual marketplace connecting entities to approved vendors offering technical assistance. PCG has managed nearly $200 million in funding for 1,600+ projects across 160 vendors statewide.
  • Capacity, Infrastructure, Transformation, Expansion, and Development (CITED): Through four competitive grant rounds, PCG has distributed over $700 million to nearly 450 organizations, supporting the growth of infrastructure that enables sustainable delivery of ECM and CS services.
  • Justice-Involved Capacity Building: PCG has administered nearly $500 million in grants to support counties and partners implementing pre-release Medi-Cal enrollment, care coordination, and behavioral health services for justice-involved populations.
  • Collaborative Planning and Implementation (CPI): PCG has engaged more than 1,600 organizations and 2,700 stakeholders to promote regional collaboration, address implementation challenges, and align funding strategies that improve outcomes for Medi-Cal members.

Together, these four workstreams have expanded access to care, strengthened provider partnerships, and advanced integrated, person-centered healthcare throughout California.
