PCG was pleased to connect with public and private sector leaders at the 2026 Home and Community-Based Services (HCBS) Conference in Baltimore, Maryland. The event brought together organizations and agencies focused on advancing person-centered services, strengthening state systems, and improving outcomes for individuals and communities.

Several key themes emerged throughout the conference. States are increasingly focused on modernizing HCBS programs while navigating heightened federal oversight and evolving Medicaid requirements. As a result, there is growing demand for technology solutions, operational controls, and documentation processes that support compliance and program integrity. As Zachary Crawford-Theurkauf, Consultant, noted, “increased attention to EVV programs may signal broader scrutiny of other technology-enabled compliance functions.”

Technology innovation was another prominent topic, with states and vendors exploring how artificial intelligence can support information management, data analysis, and communication across stakeholders. Angelene Willetts-Carvi, Manager, reflected that “there was strong interest and focus on how technology can assist in oversight, program integrity and access to care in rural areas.” Self-direction was frequently discussed as a strategy for addressing workforce shortages while maintaining person-centered service delivery.

Workforce sustainability remains one of the sector’s most pressing challenges. Discussions highlighted shortages among Direct Care Workers (DCWs) and explored solutions such as expanded training opportunities, stackable credentials, and workforce professionalization initiatives. At the same time, states are grappling with an increasingly complex regulatory environment and are seeking support to align policies, improve workforce mobility, and create sustainable career pathways.

The conference reinforced the importance of collaboration, innovation, and practical solutions as states work to strengthen HCBS systems.
