In the new white paper, “Blueprint to Expand Evidence-Based Programs,” PCG’s Karen Hallenbeck and Abigail Sherburne share lessons from Arkansas’ statewide expansion of Family Centered Treatment. The initiative generated more than 1,170 referrals across 68 counties and secured Centers for Medicare & Medicaid Services approval for FCT as an “in lieu of” service.
Drawing from Arkansas’ experience, the white paper outlines a practical six-phase blueprint for states and program purveyors seeking to implement or expand evidence-based behavioral health programs. It highlights key strategies for securing funding, building provider networks, developing workforce capacity, navigating policy and regulatory requirements, streamlining referrals, and ensuring long-term sustainability. For behavioral health, child welfare, and human services leaders, the white paper provides actionable guidance for expanding access to effective services while creating sustainable reimbursement models that support long-term program success.
