Implementing reentry waivers is not without hurdles. Many carceral facilities lack the technical expertise and infrastructure to manage Medicaid billing or deliver comprehensive pre-release services. States also face tight timelines to enact policy changes and scale programs. To address these challenges, PCG has been a key partner in guiding states through successful implementation. Notably, PCG has supported California in implementing the nation’s first reentry waiver, allocating over $400 million to strengthen local capacity for pre-release services.
As more states adopt and refine their 1115 reentry waiver programs, the focus must remain on thoughtful implementation and sustained collaboration. With the right support, these programs can serve as a cornerstone for justice reform, ensuring that all individuals, regardless of their past, have access to the care and opportunities they need to thrive.
