Dr. Caine is the former APHA President and is now the 125th President of the National Medical Association. She is the Director and Chief Medical Officer of the Marion County Public Health Department and is the Associate Professor of Medicine at Indiana University School of Medicine and past president of the American Public Health Association. She specializes in infectious diseases including HIV, skin and soft tissue infections, sepsis, and more. For her new role with the National Medical Association, Caine has adopted the theme “Transforming Population Health: The Promise of Health Equity Across Therapeutic Areas to Improve Quality and Span of Life.”
Lillian Shirley, BSN, MPH, MPA is the former Director of Oregon Public Health Division and is currently a Senior Public Health Advisor at Public Consulting Group. Ms. Shirley previously served as the Director of the Multnomah County Health Department, on the boards of the Public Health Foundation, the Oregon Public Health Institute, Portland Sustainable Development Commission, and served as President of the National Association of City and County Health Officials (NACCHO).
