At MESC 2025, Public Consulting Group (PCG) had the opportunity to co-present the session, “Take a Load Off: How Hawai‘i is Reducing MCO Compliance Burden with Innovation and Human-Centered Design.” The session highlighted how the State of Hawai‘i is rethinking its approach to Medicaid Managed Care Organization (MCO) oversight, streamlining processes while improving outcomes for staff, providers, and members alike.
“We’re excited to introduce new dashboards that will provide MDQ Reviewers with centralized oversight and streamlined access to all relevant information,” said Tonya Lowery St. John, PhD, MPH, Health Analytics & Informatics Office Administrator, Hawaii Department of Human Services, Med-QUEST Division.
PCG’s experts, in partnership with state leaders, shared how human-centered design, modern data tools, and a focus on operational sustainability are helping reduce administrative burden, enhance compliance, and deliver better results. Attendees walked away with insights into scalable strategies that prioritize people, not just processes.
“We were excited to share Hawaii’s Health Analytics Program – MCO portal’s development journey with other states and highlight how PCG, in partnership with Optum, is helping bring the system to life—from design and rollout to delivering meaningful insights,” said Trish Perazzelli, Associate Manager at Public Consulting Group.
As Medicaid programs face increasing regulatory demands, PCG continues to partner with states and agencies to modernize systems and elevate outcomes, offering support in MES strategy, modular procurement, program integrity, human-centered design, and more.
