Public Consulting Group (PCG) is proud to support the Vermont Department of Disabilities, Aging and Independent Living (DAIL) to operate a standardized and conflict-free intake and eligibility process for individuals across Vermont.
Interested in applying for Developmental Services (DS) programs? Reach out to PCG’s centralized Intake and Eligibility Team. The PCG team can answer questions about program and eligibility criteria and help individuals and their families complete their application through a virtual intake meeting.

- Targeted Case Management
How is eligibility determined?
To be found eligible, individuals must be a Vermont resident, currently enrolled in Medicaid, with a diagnosis of having a developmental disability. More information about eligibility criteria can be found here. Please note that submission of an application does not guarantee eligibility.
If you or someone in your family does not meet these criteria or is found ineligible for DS programs, there may be other resources available to you.

The PCG Intake and Eligibility team is excited to help Vermonters with disabilities access needed services and supports! Our Intake & Eligibility Specialists are here to:
- Answer questions about Vermont’s developmental services and supports options to help individuals understand whether Developmental Services (DS) Programs are right for them
- Connect individuals to appropriate resources
- Help individuals and families complete the DS eligibility application
- Gather information, documentation and provide a recommendation to DAIL to determine eligibility.
- Assist with choosing a Case Management Organization (CMO) that best fits each person’s goals and preferences
