Justice Consulting Services

The adult and juvenile justice systems are complex, involving many different agencies and stakeholders from law enforcement, courts, and corrections to community-based providers and victims of crime.  Agencies must be agile to respond to the ever-changing social environment and identify solutions in alignment with best practices. For instance, the U.S. jail and prison system has become the largest provider of inpatient mental health treatment, with nearly 10 times as many people with serious mental illness now held behind bars than in hospitals. Communities must work across the human services system of care to address the needs of individuals and community safety.

Our justice system experts can provide:

  • Justice System Program Consulting
PCG offers a wide range of consulting services that can be customized to a specific program, organization, state or county. Our team has extensive experience across the field of adult and juvenile justice working with justice agencies, community-based providers and victims services.
  • Reentry Demonstration Waiver Support
Our team provides consulting services and operational support for Reentry Demonstration Projects under Section 1115 of the Social Security Act. The Centers for Medicare and Medicaid Services (CMS) encourages states to implement an innovative service delivery system to facilitate successful reentry transitions for Medicaid-eligible individuals leaving prisons and jails and returning to their communities.
  • Medicaid Consulting Services
PCG is a national leader in management consulting services for Medicaid rate setting, claiming, and billing services for juvenile justice programs. We support agencies in receiving reimbursements for the following options:
    • Medicaid Rehabilitation: We have successfully guided and supported state agencies to manage and enhance reimbursements for Medicaid Rehabilitative Services provided to various populations. They include adults in residential and out-patient programs; children in foster care; children in juvenile justice programs; and children in school-based programs.
    • Targeted Case Management (TCM): PCG can guide and support agencies from the implementation of Medicaid TCM service claiming and operations through state-plan amendment approval. Our team can help review programs, rates, and activities to develop CMS approvable methodologies.
    • Medicaid Administrative Claiming (MAC): We have experience helping our clients to access funds for Medicaid-allowable administrative activities including those performed by social workers and case workers in various settings.

We also support states with the implementation of new requirements for Medicaid and Children’s Health Insurance Program (CHIP) agencies to cover certain medical, behavioral health, dental screening and diagnostic services, and case management services for incarcerated youth to support successful reentry from secure juvenile detentions facilities, local jails and state prisons.

  • Claiming
We can help your state improve and optimize its claiming of federal reimbursement for state juvenile justice services including all aspects of maintenance and administrative claims \processes for federal funding programs. These programs include Title IV-E and Medicaid.
  • Grant Management and Technical Assistance
PCG provides the full grant management lifecycle including web-based grant management tools, grant program design, application development and review, progress and financial reporting, and subrecipient compliance monitoring. Our team also provides comprehensive technical assistance supporting stakeholders as they implement new programs and evidence-based practices.
  • Program Evaluation
Our team evaluates adult and juvenile justice programs and services. We collect data through interviews, focus groups, document reviews, site visits, surveys and from a variety of management information systems.  We have evaluated a range of programs including problem solving courts, reentry programs, and other justice system initiatives.
