CCIIO Offers New Option for States on ACA Market Reforms

Acknowledging demands for “transitional relief” as perhaps 4 million individuals are facing health insurance cancellation notices for 2014 and websites for federally-facilitated health insurance Exchanges are not meeting consumers’ expectations, the Center for Consumer Information and Insurance Oversight (CCIIO) has released a letter to state health insurance commissioners stating that health insurance issuers in the individual and small group markets may choose to extend coverage that would otherwise be cancelled due to market reform provisions of the Affordable Care Act (sections 2701-2709 on establishing premiums, comprehensive benefits coverage, guaranteed availability of coverage, coverage of adults with pre-existing conditions, etc.). HHS Proposes Quality Rating System for Exchange Health Plans

The U.S. Department of Health and Human Services published a notice in the Federal Register on November 19, 2013 proposing a quality rating system (QRS) for qualified health plans (QHPs) offered through health insurance Exchanges. The QRS is based on section 1311(c)(3) and (4) of the Affordable Care Act (ACA), which requires HHS to create a system enabling consumers to compare QHPs based on relative quality, price, and enrollee satisfaction. HHS Releases First Report on Enrollments in Health Plans Through Exchanges

The U.S. Department of Health and Human Services (HHS) released a report on November 13, 2013 indicating that, during the period October 1 – November 2, a total of 106,185 individuals had selected qualified health plans through health insurance Exchanges; 79,391 of those individuals selected a plan through a State-based Exchange in 15 States, including 35,364 in California alone (the report notes California’s exemplary, multi-lingual public outreach campaign), while only 26,794 did so through Federally-facilitated Exchanges in all other States. PCG Acquires University Instructors

Public Consulting Group (PCG) today announced it has acquired University Instructors, Inc., (UI) a provider of K-12 flexible learning solutions. Terms of the transaction were not disclosed.
