Congress Members Plan Priorities for Legislation in Foster Care and Adoption

On March 21, 2013 the Congressional Caucus on Foster Youth and the Congressional Coalition on Adoption Institute held a roundtable discussion on foster care and adoption legislative and policy priorities for the 113th Congress. Representative Karen Bass (D-CA) described two priorities: 1) to convince the Centers for Medicare and Medicaid Services to ensure youth in foster care will be eligible for Medicaid coverage up to age 26 even when moving from state to state, and 2) passing legislation that will provide training for child welfare workers on issues involving sex trafficking of youth in foster care. Commission Recommends Physician Payment Reforms

The National Commission on Physician Payment Reform released a report on March 4, 2013 which concludes that health care spending cannot be controlled effectively without fundamental changes in how physicians are reimbursed under public and private health plans. The commission was created in March 2012 by the Society of General Internal Medicine under the honorary chairmanship of William H. Frist, M.D. (a heart transplant surgeon and former Senate Majority Leader) and the co-chairmanship of Steven A. Schroeder, M.D. (a distinguished professor at the University of California). [More]

New York Penalized for National Youth in Transition Database Reporting Requirements

The Departmental Appeals Board (DAB) of the Department of Health and Human Services (HHS) upheld ACF’s imposition of a penalty of $289,649 for failure to submit semi-annual data standards required as part of Chafee Foster Care Independence Program (CFCIP). Public Law 106-169 established the John H. Chafee Foster Care Independence Program, which required ACF to develop a data collection system, the National Youth in Transition Database (NYTD). [More]

House Committee Approves Workforce Investment Act Reauthorization

On March 12, 2013 the House Education and the Workforce Committee approved the Supporting Knowledge and Investing in Lifelong Skills (SKILLS) Act (H.R. 803), which would reauthorize workforce programs under the Workforce Investment Act of 1998 (WIA, P.L. 105-220).The bill remains largely unchanged from the one approved by the committee last year. It would consolidate 35 federal workforce programs into one Workforce Investment Fund and would provide a governor’s set-aside of 15% of all funds allotted for statewide employment and training activities.
