Sam Fish has over 40 years of legal experience in federal and state human services laws and programs, having joined PCG in 1995 after serving as Chief Counsel, Region I, for the U.S. Department of Health and Human Services for more than 25 years. At PCG, Sam provides legal advice and counsel and has served on many projects that required legal research and interpretation and implementation of many federal and state laws. He has also participated in in-house training in new litigation areas, including Temporary Assistance for Needy Families (TANF), the Balanced Budget Act (BBA), and the Health Insurance Portability and Accountability Act of 1996 (HIPAA). He is available for legal guidance in program areas including school-based billing, third-party liability, Olmstead implementation, and Medicare and Medicaid reimbursement. Currently, he is providing guidance and counsel in the interpretation and implementation of the new health care legislation.

Experience and Honors

Prior to joining PCG, Mr. Fish worked for the Office of the General Counsel, U.S. Department of Health and Human Services (DHHS) from 1960-1995 and served as Chief Regional Counsel, New England Region, from 1971- 1995. At DHHS, he provided supervision, guidance, and leadership to a team of 25 attorneys addressing complex issues under Medicare; Medicaid; Supplemental Security Income (SSI); Aid to Families with Dependent Children (AFDC, now TANF); Social Security Act Title IV, Part D; Title IV, Part E, maternal and child health, and other programs under the Social Security Act. He also assisted in the resolution of issues arising from mental health and other contracts and grants programs under the Public Health Service Act. Sam worked continuously with senior management and staff members of the Health Care Financing Administration (now Centers for Medicare & Medicaid Services), the Public Health Service, and other components of DHHS, and with the federal courts to resolve issues under relevant federal laws.

Education and Honors

Mr. Fish graduated cum laude with a Bachelor of Arts degree from Harvard College and earned his J.D. degree from Boston University School of Law, where he was Assistant Note Editor for the Boston University Law Review. Mr. Fish received the Distinguished Service award from the Secretary of DHHS.
